弃标函，也叫退标函，是招投标过程中的一种正式商业信函，内容简单说明弃标原因和表示歉意，同时对招标人给予的机会表示感谢，希望今后继续参与类似项目等等。退标函一般出现在中标公布之后到签订采购合同之前这段时间，甚至在签订采购合同之后也可以提出弃标，但是都需要正当的合理合法的理由，否则后果严重。

My dear friend,
I know of no Medicine fit to diminish the violent natural inclination you mention, and if I did, I think I should not communicate it to you. Marriage is the proper Remedy. It is the most natural State of Man, and therefore the State in which you will find solid Happiness. Your Reason against entering into it at present appears to be not well founded. The Circumstantial Advantages you have in View by Postponing it, are not only uncertain, but they are small in comparison with the Thing itself, the being married and settled. It is the Man and Woman united that makes the complete human Being. Separate she wants his force of Body and Strength of Reason; he wants her Softness, Sensibility and acute Discernment. Together they are most likely to succeed in the World. A single Man has not nearly the Value he would have in that State of Union. He is an incomplete Animal. He resembles the odd Half of a Pair of Scissors.
If you get a prudent, healthy wife, your Industry in your Profession, with her good Economy, will be a Fortune sufficient.

商调函是指没有隶属关系的地区、部门或国有单位之间为了人才流动而互致的公文。档案因个人需要转到外省或外地（市）的，首先得确认档案是否在省（市）人才交流中心，然后凭档案转入地具有人事档案管理权的单位（如人才交流中心）开具的商调函，才能把档案转出。
